UGC committee prepared draft guidelines for ‘mixed education’ in universities, colleges

Higher educational institutions may be allowed to teach 40 percent of any course through online medium soon. This is stated in the draft Concept Note on the subject ‘Mixed Reading in Universities, Colleges’ of the Expert Committee set up by University Grants Commission (UGC).

The UGC has sought suggestions and opinions from various parties on June 6 on this draft concept note.

UGC Secretary Rajneesh Jain has said, “UGC has decided to allow higher educational institutions to teach 40 percent of a course through online and the remaining 60 percent of the related course should be taught through offline.” ‘

He said that exams in both formats can be taken through online.

According to the draft concept, there are advantages of mixed learning for students and this will provide better learning as well as greater information, better reading results and satisfaction as well as learning from others.

This draft concept has been prepared in accordance with the new National Education Policy. The Expert Committee believes that this will give recognition to many forms of reading, including face-to-face reading and digital learning.

The draft concept states that blended reading is not only a mixture of online and face-to-face education, but it is a planned coordination of meaningful activities through both mediums.

It states that blended learning focuses on a number of important factors including the outcome of reading, a learner-focused environment.

The draft defines the role of teacher under blended learning, stating that teachers ‘role in blended reading reading will be that of coach and mentor, moving from imparting knowledge and that teachers will have a greater impact on students’ learning.

The Expert Committee has said that the system of mixed education in the field of higher education needs to focus on the field of assessment to introduce new formats of teaching and learning. Continuous Composite Evaluation (CCE) needs to be encouraged in universities and colleges.

The UGC committee has emphasized the need to ensure the necessary infrastructure including internet, bandwidth, hardware for this type of education.
