Under the Right to Education Act (RTE), there is a provision to provide free education to poor children in private schools, but still their parents have to spend 60 to 70 thousand rupees annually in the name of various fees. Because of this, despite the allotment of seats in schools, parents are hesitant in getting their children admitted. Such other fees are being charged in all big schools including DPS, Sagar Public School, Bilabang in the capital. This includes uniform, copy-book, mess expenses, activity charges and bus fare etc. Parents say that the tuition fee is waived, but other fees are so high that it is difficult for the child to teach.
Four lakh seats in 26 thousand private schools of the state are protected under RTE. Despite this, only about two lakh children enroll every year. In the current session, only 1.70 lakh applications have come. Although the government gives tuition fee of Rs 4870 per child to the schools, but other fees are very difficult for the parents to bear. Educationists say that right to education means complete free education. But this provision does not serve the purpose unless the poor parent is exempted from all fees including tuition. This is the reason why the number of admissions in private schools under RTE is decreasing year after year.
